Job Description

The position will be responsible for conducting annual on-site compliance reviews of state and Federally funded employment and training programs administered by the Department. Funding is granted to 16 local Workforce Development Boards (WDBs) who contract locally through the Michigan Works! System to provide the employment and training programs in their local area. The programs are primarily Federally funded by the US Department of Labor, US Department of Health and Human Services, and the US Department of Agriculture. The programs provide employment and training assistance to adults, youth, and dislocated workers who are eligible through the Workforce Innovation and Opportunity Act, Trade Act, or Wagner-Peyser Act, and welfare recipients who are eligible through the Partnership. Accountability. Training. Hope. Program or the Food Assistance Program. The position will work collectively with LEO staff responsible for programmatic functions in order to increase customer service and encourage continued participation by employers and job seekers. As the pass-through agency for these funds the Department is required to monitor the grant recipients and their service providers for compliance with the fiscal and administrative requirements set forth by the Federal Office of Management and Budget circulars, as well as, other Federal and state laws and regulations, including compliance with the Single Audit Act. The position will be a point of contact for the local grant recipients and their service providers, including the provision of technical assistance.

Frequent travel within the state is required. Overnight travel and travel during winter months is required. Travel may include time outside of the normal business hours of 8 a.m. – 5 p.m.

Required Education and Experience


Possession of a bachelor's degree in any major with at least 24 semester (36 term) credits in accounting, finance, and economic courses.


Financial Analyst 9
No specific type or amount is required.

Financial Analyst 10
One year of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst 9.

Financial Analyst P11
Two years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst, including one year equivalent to a Financial Analyst 10.

Salary for this position is entirely federally funded. Under federal law an employee whose salary is entirely federally funded may not be a candidate for public office in a partisan election.
